1.1 Development of research protocol | Report | The aim of this document is to introduce guidelines, common tools and templates in order to conduct a concise research, combining both desktop and field research components. Moreover, it will define the exact number of research tasks that will take place such as focus groups, online survey, interviews. |
1.2 Identification of existing skillset of the target groups and psychosocial conditions and needs | Learning material | This deliverable constitutes a state-of-play report, presenting the situation regarding the existing skillset, as well as the main psychosocial conditions & needs of young refugees in India and Pakistan. It will encompass the analysis of findings of desk research and consultation process, interviews, focus groups and online survey. This report will be publicly available and widely disseminated via the online project platform and through partners’ websites and networks. |

1.4 Selection of the relevant good practices that match the identified needs | Learning material | This document will introduce the relevant good practices from the Programme Countries about capacity building and psychosocial support to vulnerable youth. This will be done in the form of a practical handbook, taking into consideration the specific context of India and Pakistan, as well as the characteristics of the target group, highlight the key success factors, lessons learnt and how to adopt such practices in the specific countries. |

2.1 Design of the ICT course | Teaching material | This document will include the identified key areas to be covered by the curricula, highlighting the connected skills and competences per key area and also the extent to which these identified skills and competences should be built. 2.3: Training resources for trainers and learners | Teaching material, Training Material | Trainers’ manuals x number of respective curricula A key resource is the tutors teaching manual. This will be made available online as an e-resource for tutors to download. It will provide detailed information to guide the tutor including, inter alia: pedagogical materials; initiating and managing relationships with potential employers; developing a live brief; examples of how to organise the flipped classroom and participative learning activities such as workshops and hackathons; and monitoring and evaluating learning. Train the Trainer Guide This resource will allow trainers to effectively train new trainers in the design and delivery of the developed curricula. It will explore different learning styles and theoretical perspectives on pedagogy; dos and don’ts of delivering a successful course; gaining feedback from trainees and peers and developing an action plan for your own continued improvement as a trainer. A portfolio of learners resources x number of curricula A portfolio of resources will be developed to support the trainee through the learning process. These may include printed and online e-resources including audio-visual materials. Trainee resources will encompass, inter alia: learning manual outlining the framework of the course, details on the modules and associated learning outcomes; reading lists; recorded lessons; video lectures and case studies. Part of the e-portfolio of digital resources developed for trainees will be repackaged and provided online for self-directed and individual learning and promoted to larger audiences. |
2.4: Specifications for the e-learning platform | Report | This report will contain the specifications for the online platform that will be developed for the purposes of this project. This platform will support the following functionalities:

3.1 Capacity building of ICT tutors / Transnational training for ICT tutors | Event | It includes the first phase of the capacity building programme of the tutors of the ICT course, where 12 core tutors (6 from India and 6 from Pakistan) will undergo a 3-week transnational capacity building programme (2 weeks in their countries and 1 week study visit in Portugal). |

4.1 Selection and preparation of test users | Event, Service/Product | All 4 HEIs in India and Pakistan will organise pilot delivery of the developed ICT course and the psychosocial support services. These pilots will be implemented with the participation of 200 users (100 in India and 100 in Pakistan), while both the educational and psychosocial support services will be offered to their full extent |
4.2 Pilot delivery of the ICT course and pilot operation of the support structures | Service/Product | A virtual help desk will be organised and put in place during the implementation of the country pilots. This help desk will be the main tool that will facilitate the provision of coaching and mentoring services from the Programme Countries to the Partner Countries. |
4.3 Coaching-mentoring | Event, Report | 2 monitoring visits will take place during the pilot testing period, where members of the project team from Programme Countries will travel to India and Pakistan for performing field assessment of the pilots. Each monitoring visit will be concluded with a report summarising the main findings. |
4.4 Finalisation of the ICT course and the new psychosocial support services | Report | After the completion of a month of pilot delivery, a report will be prepared in each participating country, summarising the main findings of the given month. |
4.5 Official embedding of the new services in the portfolio fo the HEIs in the partner countries | Service/Product | The offered ICT course will be accredited both in India and in Pakistan. The applications for accreditation will be prepared and submitted by RK University, International Islamic University Islamabad respectively. |

5.1 Selection of the external Project Evaluator | Service/Product | For the selection of the external evaluator, a set of Terms of Reference (ToR) will be developed. These ToR will include both the technical criteria and necessary profile for this position, as well as the expected tasks to be performed and reports to be produced by the evaluator. The draft contract for the evaluator will be also annexed to the ToR. |
5.2 Preparation of the QEP | Report | The aim of QEP is for the consortium to carry out the contractual tasks in a timely and efficient manner, to establish a set of guidelines that will be followed by the partners in order to ensure a smooth cooperation with the Agency and any other stakeholder organisation. QEP will set out the detailed methods, scope and Key performance Indicators (KPIs) to measure progress in achieving objectives, making explicit the link between (a) on-going evaluation and quality assurance to plan, improve and review the activities and outputs, (b) assessments of the results, and (c) common project evaluation strategy and methodology amongst partners. QEP will also include monitoring and evaluation tools and templates to be used. Finally, QEP will also include an evaluation roadmap, outlining the key evaluation activities which will take place across the project with details on what will be evaluated, how and by whom (both for the internal and the external evaluation). |
5.3 Implementation of the external evaluation | Report | All results deriving from internal and external evaluation activities will be reflected in special evaluation reports. The WP leader will work closely together with the Evaluation and Quality Assurance Panel for preparing outlines for these reports and for accepting the deliverables of the external evaluator, before forwarding them to the PSC. The external evaluator will be responsible for a two-stage report during the project’s life cycle, one at interim stage and one towards the end of the project. 6.1 Development of Communication and Dissemination Strategy and Plan | Report | The Strategy and respective Action Plan will be a comprehensive document, which will detail all aspects of dissemination activity throughout and beyond the project lifespan. The purpose of this document will be to:

6.2 Development of visual identity and promotion material | Service/Product | Critical to the creation and delivery of the dissemination and communication strategy is to identify and collate contact details for key stakeholders. This will be in electronic format. It is anticipated that there will be 50,000 entries by the end of the project. All the partners will input into the development and maintenance of the database, helping to ensure that a broad spectrum of stakeholders to contact and engage as appropriate. |
6.3 Development of the project online platform and design of the social media | Service/Product | The online platform will be developed following an integrated approach, including a website, intranet and an online learning platform. The online platform will have multiple functions including to provide a knowledge sharing and development platform for the partners and associated contributors via an intranet. The public-facing website will provide information about the project, its purposes, content and methodology, target groups, impact and benefits. It will also encompass brief information about each partner in the consortium and links to their respective websites. The website will be the main online hub for resources made available to the network of stakeholders including relevant reports and studies in the ICT sector, other European and national initiatives and training materials. All public outputs will be uploaded on the website once fully developed. Links to the project social media groups will also be provided from the website. |
6.4: Participating in events, presentations and publications | Service/Product | Further dissemination of project results and networking will be achieved via a social media campaign, aimed at introducing this training programme as a tool combining inclusive training and skills building, as well as disseminating project activities and results. For this purpose, 3 social media accounts/profiles (Facebook, Twitter, YouTube) will be created and maintained throughout the implementation period. The social media will target young refugees, academics, VET professionals, employers of the ICT market, professionals providing support to refugees, educational and other relevant authorities and the wider public, and will focus on: Emotional appeal highlighting the impact of non-inclusive training, excluding refugees from the labour market and recipient communities; Positive stories and messages from role models – refugees that have entered the labour market. 6.5: Organisation of national promotion events | Service/Product | Project brand identity – this will include a visual identity (logo) and brand guidelines to help create a distinctive brand for the project and ensuring consistency in the look and feel of all outputs and allowing stakeholders to associate the logo with our project. General presentation and document templates – as part of the brand identity, these templates will help standardise our presentation formats across each participating country, ensuring consistency. Posters and leaflets – we will devise a suite of posters and leaflets tailored to specific audiences. These will be made available either in print or digital format and will be translated into all project languages. Electronic 6-monthly newsletters – We will engage our subscribed stakeholders and audiences through a newsletter which will use innovative methods of communication and presentation of data to inspire our stakeholders. We will create rich and appealing content which showcases the best of our project, and which solicits further dialogue and response from our readers. Press-release templates – through creating a template for press releases, our partners will be able to quickly respond to press opportunities at regional or national level. Through developing branded press release templates, we will ensure our messaging is consistent across all four countries and clearly branded as part of the project. |
6.6: Organisation of final conference | Event | 3 1-day national promotion events will be organised in India and Pakistan (6 altogether) with the aim to raise awareness about the project’s work, and promote the project’s results and transferability among educational/training authorities, localauthorities, ministries, refugees, VET providers etc. The events will target 30-50 representatives from the target groups and representatives from national media that will also be invited in order to enhance the events’ coverage and provide additionaldissemination networks. National promotion events will serve several purposes at different stages of the project including awareness raising, promotion, and showcasing outputs and best practice. |

Towards the end of the project, a 1-day international conference will be organised in Brussels to promote and disseminate the results of the project and particularly its final outputs and learning. Participants will include academics, VET providers, employers of the ICT sector, sector expert organisations, education & training authorities, practitioners and policy makers from each participating country. Broad international representation will be sought by extending invitations to attend and present at the conference to each partners’ international network. |

7.1 Set-up of the project management structure | Report | The PWP will constitute a guide for carrying out the work during the entire implementation period, including the project’s aims and objectives and fine-tuning of the actions to be taken in order to reach the objectives and complete the outputs; a detailed time schedule; a clear outline of each partner’s responsibilities and resource allocation; the communication protocol; the collaboration procedures and tools; the implementation procedures and standards; and the risk mitigation measures, following a Risk mitigation strategy contingency plan. |
7.2 Development of the project work plan | Report | Partnership Agreement will be legally bounded and formalise and secure commitment of partners to implement the project, achieve the set objectives, impact and outcomes. The document will define the project management structure, each partner roles and responsibilities, coordination and communication mechanism, the decision-making and conflict resolution process, partners’ financial allocations and other important details. 7.3: Preparation of partnership agreements | Report | The Project Coordinator will prepare 3 progress reports (every 9 months) to monitor the project progress. These reports will be delivered to EACEA and they will contain the information on the technical, financial and administrative issues. |
7.4: Project Kick-off Meeting | Report | This report is a comprehensive summary of all activities and actions undertaken during the project implementation and draft possible recommendations for the post-project period. The recommendations will take into consideration the results of the quality and impact assessment of the project, possible issues that may have had a positive or negative impact on the project, and the future sustainability of the project’s outcomes. At the same time this report will present in details the goals achieved by the project compared with targets set, the accrual of all human and financial resources and if and how each and every project milestones was met. |
7.5: Coordination and reporting | Report | This task will focus on monitoring the project progress and reviewing the overall planning and scheduling of the project and its successful delivery within the agreed time and budget. Maintaining accurate records of the activity progress and expenditure reports will also be ensured. For finance management purposes, financial guidelines will be devised for the partners. This task will encompass issues such as operational communication flow within the consortium; development of activity and financial plans and EC Interim and final reports; accurate administrative control of the project through budget and implementation monitoring; review of achievements, deliverables, deviations and lessons learned; reporting to the EACEA as per the programme guidelines; planning of activity and resources for each stage of the project overall co-ordination; issue/risks log in, analysis and risk mitigation. Following the guidelines set out in the PWP, 3 Project Progress Reports (M9, M18, M27) will be prepared (besides the Final Report on M36). These reports will be documenting among other the project’s progress in-line with the Work Plan, partners’ dissemination and sustainability activities, budget and human resource allocation and quality. The consortium leader will be responsible for the preparation of these reports, with the contribution of all partners. |
7.6: Communication and PSC meetings | Report | This task refers to the Project meetings held to evaluate the project’s progress and discuss future plans and activities. These meetings will be used for exchange of information among partners, review of project’s progress, risk assessment, decision- making and conflict resolution. Project meetings will last 2 days: 1 day with Project Steering Committee’s members only and 1 day with Project Steering Committee’s members and Advisory Board. The Project Coordinator in consultation with the project team will draft and distribute agendas for the meetings 2 weeks in advance and will draft and share the meeting report within a week time from the meeting. Besides the kick-off and the final meeting, 2 interim meetings will also take place: one during M12 (to be heldin Rajkot, India) and one during M24 (to be held in Islamabad, Pakistan). Besides the physical meetings, Skype meetings will be held regularly (whenever required), where current issues concerning project implementation will be discussed, problems solved and next steps organised. In addition, this task involves the organization of the communication among partners on a monthly and ad-hoc basis, developing and using an internal password protected area of the project website for communication and document sharing, discussions and administration. |
7.7: Final report accompanied by a summary of results – recommendations | Report | This is the last project activity that has as objective to elaborate a comprehensive summary of all activities and actions undertaken during the project implementation and draft possible recommendations for the post-project period. The recommendations will take into consideration the results of the quality and impact assessment of the project, possible issues that may have had a positive or negative impact on the project, and the future sustainability of the project’s outcomes. This report will be elaborated by all partners, under the coordination of the consortium leader. |
7.8 Final project meeting | Event | At the last month of the implementation period (M36), the final project meeting will be organised.
